Would a customer need to possess an SDK license to take advantage of the Vantage ESRI solution?

Vantage makes use of the Cognos SDK, however it comes bundled with the Vantage solution for the express purpose of supporting the Vantage solution. (i.e. redistribution of Cognos SDK libraries included in the Vantage solution for use in other software is strictly prohibited)
